Without this row it is `created` instead: algorithmic matching finds no kg flow to land on, because EF 3.1 declares hard coal in MJ, so it mints a separate `Coal, Hard` substance (`fo-7bcc5c3366b1b207`) beside the `Hard Coal` every other list shares. 18.01 MJ/kg is the EF 3.1 LCIA method as implemented by the ecoinvent Centre, which is the factor this project already carries for ecoinvent's kg flow onto this same target. It is used here so that two source lists reaching one flow reach it by one conversion; a second factor on the same target would make an ecoinvent kilogram and a BAFU kilogram of the same coal contribute differently. Note it is not the IPCC default: IPCC 2006 Guidelines Vol. 2 Table 1.2 gives 25.8 MJ/kg for other bituminous coal, 43% higher. Which basis EF intends is worth settling, but it is a question about the target flow and every list that reaches it, not about this row."
