  "conversion_comment": "As for the coals, except that this is the one carrier where BAFU's own archive says what a kilogram of it is worth, so BAFU's number is used rather than ecoinvent's. `Cement ZN, D, at plant [CH]` is one of only two datasets in the 11,947 of the release that carry both this flow and `Energy, from oil`, and its implied ratio is 43.1 MJ/kg. The other, `Burnt shale, at plant [DE]`, implies 602 MJ/kg and is a defect in that dataset rather than evidence about the substance, so the check rests on one dataset and says so.\n\n43.1 sits between the two published values it might have taken: the IPCC 2006 Guidelines Vol. 2 Table 1.2 default of 42.3 MJ/kg, and the 43.4 of the EF 3.1 LCIA method as implemented by the ecoinvent Centre, which this row carried until now and which ecoinvent's own flow still carries. The three are within 2.5% of each other, unlike the coals, where the IPCC and ecoinvent bases diverge widely.\n\nUntil now this row took 43.4 on the rule that one target takes one conversion whichever list the kilogram came from, and 43.1 was recorded beside it as a corroboration. That rule is withdrawn. It was written for the case where two lists offer a target the *same* unit pair and one of them has no number of its own -- which is every other row in this file, each of them ecoinvent's number because BAFU states none. It is not a reason to prefer another list's measurement over this list's own, and a conversion is a statement about a pair, so BAFU's pair takes BAFU's evidence.
