Retired identifiers that resolve to nothing

An identifier the renumbering retired points at a flow this build no longer mints, so a consumer holding it is told nothing. Usually that is a fix working: the flow was minted because a row was filed in the wrong place, the row now goes where its siblings go, and the flow correctly stopped being minted -- taking a published identifier with it. Where the substance is gone there is nothing to point at and the row is information. Where it survives, the row lists the contexts it survives in; the retired identifier names the one that is now empty, so where should it point, and what does a redirect across a context boundary promise a consumer?
