Unit disagreements

A source row measured in something other than the flow it landed on. Two situations reach this, and the Kind column says which. A matched row disagrees with a flow the list already had — sometimes deliberately, which is what unit-change-allowlist.json records. A created row is one of a group that made a new flow between them and did not agree on its unit; the flow states one, and the rest are here.

Only needs a decision is asking for anything. The rest have an answer: a curated one, or the reference unit the unit table names for that quantity kind. The most recent merge run only.
